Scott English

Since August 2015, Scott English has served as the American Philatelic Society’s 7th Executive Director. With a rich public service and non-profit management background, English has significantly contributed to governmental and philatelic communities through his transformational leadership and innovative initiatives.

Scott’s journey in public service began in Washington, D.C., in 1994, when he started working for Citizens Against Government Waste, an organization dedicated to eliminating waste, fraud, and abuse in government spending. His investigative work led to the development of stricter waste, fraud, and abuse protections in the Medicare and Medicaid programs and the termination of costly research programs. His work led him to work for former U.S. Representatives Mark Sanford and Bob Barr, where he played vital roles in legislative oversight and policy development.

One of Scott’s notable accomplishments in the philatelic world was his involvement in recovering the Inverted Jenny, one of the world’s most famous and valuable postage stamps. His efforts brought this rare stamp back to the philatelic community and highlighted the APS’s commitment to preserving philatelic history.

Throughout his career, Scott has been recognized for his unwavering commitment to public service, strategic vision, and ability to lead and inspire teams. Under his leadership, the APS continues to thrive, fostering a love for stamp collecting and connecting enthusiasts worldwide. In 2021, the Royal Philatelic Society of London named him a Fellow of the Royal, one of its highest recognitions.

Liz Hisey

Elizabeth has been involved with the hobby for over 20 years. Elizabeth was one of the founding members of the Women Exhibitors, she was President and is the current Treasurer.

She is an APS Accredited Chief Judge. Liz retired in 2022 as Chairman of the Committee for Accreditation of Exhibitions and Judges, an APS Committee, which she chaired for six years. Elizabeth is currently a Director at Large for the APS, a Fellow of the Royal Philatelic Society London and is a member of the Council of Philatelists at the Smithsonian National Postal Museum in Washington, D.C.

Elizabeth is currently the Show Chairman for the Sarasota National Stamp Exhibition; a position she has held since 2018.

Her exhibiting covers Illustrated Mail, Display, Postcards and Postal History. She has judged in Australia, U.K. and Canada. She lives in Sarasota, Florida.

Behruz Nassre

Behruz Nassre-Esfahani is a long-time collector and exhibitor of Pre-1925 Persian Philately. He has been collecting for more than 40 years as well as researching and exhibiting for the past 20 years. His areas of interests include:

  • Postal Stationery
  • Postal History
  • Provisional Issues of Qajar Dynasty
  • Charity Issues
  • Early Airmail

As a ruby award member of AAPE, Behruz has a goal of putting gold medal exhibits together in every exhibit category (only thematic/topical is missing, but also in the works). Behruz is a member of APEX and specializes in expertizing Persian Philatelic material. Over the last two years, he helps reestablish Iran Philatelic Study Circle’s (IPSC) expert committee to provide a low-cost service to collectors worldwide, with an emphasis on assisting collectors in Iran.

As a Bay Area high-tech executive, he has worked to increase the online presence of philately to bring the worldwide community closer. He established an IPSC online discussion group almost 20 years ago and is currently managing IPSC’s website, Facebook page, and Telegram channel.

Besides IPSC, he is a member of the following societies:

  • APS (Also a member of APS expert committee)
  • UPSS (A current board member as well as single-frame Champion of Champion winner)
  • RPSL
  • CCNY
  • AAPE (Ruby Award, as well as team competition winner)
  • Collectors Club of San Francisco (past president)

Behruz received his bachelor’s and master’s in electrical engineering from Cornell University. Over the last 36 years, he has been working in various semi-conductor and Internet companies in the Bay Area, including running technical operations at eBay. He is currently the Vice President of Operations and CISO (Chief Information Security Officer) as BlueJeans Networks.

Behruz and his wife, Atoosa, and their son, Kian, are a long-time residents of San Francisco.
