Bill DiPaolo has collected and studied the Prexies for about forty years. He has written extensively on the issue, especially the coils. His articles have appeared in numerous publications, including two monographs on Prexie coil production and usage that appeared in the book, The Prexie Era, published by APS. He has three Prexie exhibits and one, The Prexie Coils, has been in the C of C.

His philatelic interests go beyond Prexies. He also authored a book, Puerto Rico during the Spanish American War, 1898-1900, published by the United States Possessions Philatelic Society and recently won the AAPE one frame C of C award for his exhibit Mail Transport on Lake Como.

He is a Literature Chief Judge and serves on two APS committees, CANAJ and Finance. He serves on the committee for the Sarasota National Stamp Exhibition and is President of the Collectors Club of Sarasota. He lives in Venice, FL with his wife Vicki.

Despite the popularity of the 1938 Presidential Series, there has been little specific study focused on the coil format. These stamps, produced to pay common rates, can provide unusual and rare examples of what on the surface appear to be common usages. Since the coils have not been subjected to in-depth examination, they provide an opportunity for significant new discoveries. Where there is not detailed exploration, the lack of information often leads to conclusion-jumping. When applied to the Prexie coils, some of these generally accepted conclusions are erroneous.

The program will review new findings about the series that could displace some current thinking. There will also be some rare usages for very common rates, a detailed review of the 10¢ value and opportunities for dollar box finds.
