1918 Czech Scout Post – Frederick Lawrence

Frederick P. Lawrence has been collecting stamps since 1960, when he earned the Boy Scouts stamp collecting merit badge.  He formed small collections of US and UN to meet the requirements of the badge.  Through Scouting’s Boy’s Life magazine, he was introduced to Scouts on stamps and joined the Scouts on Stamps Society International (SOSSI) in 1960.  During the 60’s and 70’s, he formed one of the most complete collections of Scouts and Guides on stamps in existence at the time.  In the early 80’s he focused his collecting interests on the three earliest Scouts on stamps issues: 1900 Cape of Good Hope Mafeking siege photographic (“blueprint”) stamps, 1918 Czechoslovakia Scout Post issue, and 1920-1921 Siam “Scout’s Fund” overprints.  In 1989 he exhibited competitively for the first time.  His exhibit, “Scouting On Stamps ‘Classics'”, is one of the first to successfully present the classical period issues of a modern topical in traditional philately form.  It has won top awards at the national and international levels.  He has done extensive philatelic and historical research on all three of the Scouts on stamps “Classics” issues and the postal history of Mafeking.

Frederick is a member of the APS, RPSL, AAPE, SOSSI, SGSC, ABWPS, and TPS, and a Director of SCP.  He has served as a US Commissioner for an international philatelic exhibition and as awards chairman, exhibits chairman, societies liaison, and jury coordinator for a US national-level, WSP-qualifying show.

Professionally, he holds a Ph.D. in Industrial Engineering (Engineering Statistics and Operations Research) and is presently a consultant to industry and a college-level educator.  He won the Institute of Industrial and Systems Engineers’ 1996 Pritsker Award for the best dissertation in industrial engineering in the 1994-1995 academic year.  A retired US Air Force officer, he served for 23 years in a variety of assignments in the research, development, acquisition, and operation of military space systems.
